- Mayor shall be Ex Officio member and Chairman
- City Clerk shall be Ex Officio Secretary
- City Treasurer shall be Ex Officio Treasurer
- Three members elected by ballot from the Fire Department
- Vacancies shall be filled by City Council appointment
