The Mesa Water Project continues to make significant progress and remains the City's highest priority infrastructure initiative to secure a reliable, long-term water supply for the citizens of Guymon.
Project Status
The Oklahoma Department of Environmental Quality (ODEQ) has approved the construction plans for Phase II – Production Wellfield Improvements, allowing the project to advance into the competitive bidding process.
The Phase II project has been formally advertised through the Guymon Daily Herald and the Quest Construction Data Network. Bid notifications have been distributed to more than 30 qualified drilling and construction firms to encourage broad participation and competitive pricing. All contractor questions are being submitted and answered through the Quest system to ensure compliance with the Oklahoma Competitive Bidding Act and to provide equal access to project information for all prospective bidders.

• Bid Opening: July 21, 2026
• Recommendation of Award: Following bid evaluation and review by the engineering team.
• Construction: Expected to begin following approval by the Guymon Utilities Authority and issuance of a Notice to Proceed. August 11, 2026, City Council Meeting
Phase II Improvements
Phase II includes the development of the Mesa wellfield through:
• Construction of new production wells.
• Installation of raw water transmission piping.
• Electrical and control system improvements.
• Access roads and support infrastructure.
• Site restoration and associated facilities are necessary to place the new wellfield into operation.
Project Importance
The Mesa Water Project is a critical investment in Guymon's future. As demands on the Ogallala Aquifer continue to increase and long-term groundwater levels decline throughout portions of the High Plains, developing additional water production capacity and improving system reliability are essential to maintaining a dependable municipal water supply.
This project will enhance the City's ability to meet current and future water demands, strengthen system resiliency during periods of drought, and support continued residential, commercial, and industrial growth.
Looking Ahead
Following completion of Phase II, the City will move forward with Phase III, which includes construction of the transmission main, booster pumping facilities, storage improvements, and connection of the Mesa wellfield into the City's existing water distribution system.
