The City of Guymon is pleased to announce that the Mesa Water Project has reached one of the most important milestones in its history: the issuance of the Notice to Proceed for Phase II of the project.

August 20, 2026, will be remembered as a historic day for the City of Guymon. On that date, the City formally signed and issued the Notice to Proceed to Timco  Blasting & Coatings, Inc., and conducted the pre-construction meeting for Phase II of the Mesa Water Project.

The Notice to Proceed authorizes the contractor to begin work, with the official construction start date established as September 1, 2026. Based on the project schedule, the anticipated date for Substantial Completion is June 7, 2027.

This is much more than the beginning of a construction project. The Mesa Water Project represents a significant investment in the future of Guymon and in the long-term water security of our community.

For years, the City has worked diligently to address the critical need for a dependable and sustainable municipal water supply. That work has included water-resource planning, engineering, design, regulatory coordination, funding efforts, permitting, and extensive preparation to bring this project from an idea to reality.

Today, that work is becoming a reality in the field.

The Mesa Water Project is particularly important because water is fundamental to the health, safety, economic vitality, and future growth of Guymon. A dependable water supply is essential not only for our residents and businesses today, but also for the generations of citizens who will call Guymon home in the future.

This project will provide the City with additional water infrastructure and capacity and represents a major step toward strengthening the resiliency of our municipal water system. It is an investment in our community's future and an important component of ensuring that Guymon remains a strong and sustainable community for decades to come.

The significance of this project is even more evident given the water challenges facing the Oklahoma Panhandle and the continued pressures on the Ogallala Aquifer. The City has recognized that we cannot wait until a water crisis becomes a catastrophe before taking action. The Mesa Water Project is part of Guymon's proactive effort to secure its water future.

There has been an extraordinary amount of work behind the scenes to reach this point Engineering plans have been completed, regulatory requirements have been addressed, funding has been pursued and secured, and the project has progressed through the necessary review and approval processes. The City has worked with state agencies, engineers, contractors, funding partners, and other stakeholders to move this project forward.

The City of Guymon is extremely grateful to everyone who has contributed to bringing the Mesa Water Project to this point. This includes City staff, engineers, regulatory agencies, elected officials, state and federal partners, funding agencies, contractors, and the many individuals who have worked behind the scenes to make this project possible.

Most importantly, this project belongs to the citizens of Guymon.

August 20, 2026, was a day of history for Guymon. With the signing of the Notice to Proceed and the completion of the pre-construction meeting, the Mesa Water Project officially moved into its next chapter.

The future is looking better-and more secure-for Guymon.
